What Is the Medicare CBD Program?

The Substance Access BEI is part of the CMS Innovation Center's push to expand value-based care options. It operates within two active models: the ACO REACH Model and the Enhancing Oncology Model. A third model, the LEAD Model, is expected to join.

The ACO absorbs the cost. There's no billing code for CBD under Medicare Part D, and patients can't submit receipts. The entire process flows through the ACO's own benefit design.

The FDA issued an enforcement discretion memo stating it won't enforce certain prohibitions on oral CBD products used within the BEI program.
